The legislation, estimated to save U.S. taxpayers millions of dollars each year, passed the House Oversight and Accountability Committee today 39-0.
WASHINGTON, D.C. – Today, the Coalition for Fair Software Licensing (CFSL) called for the Strengthening Agency Management and Oversight of Software Assets Act to be passed by Congress this year. This statement follows the legislation’s approval by the House Oversight and Accountability Committee during today’s business meeting.
The bill, introduced by Rep. Cartwright (D-Penn.) with 16 bipartisan cosponsors, requires federal departments and agencies to conduct a comprehensive assessment of their current software assets to identify the extent to which they are subject to restrictive software licensing practices, unused, or otherwise limited in their deployment. Federal departments and agencies will then use the findings of these assessments to develop plans that not only address these restrictions and limitations, but also ensure they make the most efficient use of current entitlements and access best in breed technologies.

Cartwright, Chairman Comer, Ranking Member Raskin, and Subcommittee Chairwoman Mace for their leadership in advancing this legislation, which would conservatively represent a savings of more than $750 million per year,” said Coalition for Fair Software Licensing Executive Director Ryan Triplette. “Congress is now a step closer to ensuring that restrictive software licensing does not waste taxpayer dollars. Given the unanimous support in both the Senate and House committees of jurisdiction, we encourage Congress to include the Strengthening Agency Management and Oversight of Software Assets Act in any must-pass legislation this year.”
Earlier this year, companion legislation, introduced by Sens. Gary Peters (D-Mich.) and Bill Casey (R-La.), was unanimously approved by the Senate Homeland Security and Government Affairs Committee. The bill now awaits a full vote in the Senate.
