WASHINGTON, D.C. – Today, the Coalition for Fair Software Licensing released the following statement applauding the House passage of H.R. 5457, the Strengthening Agency Management and Oversight of Software Assets (SAMOSA) Act.
The bipartisan legislation—led by Representatives Shontel Brown (D-OH), Pat Fallon (R-TX), April McClain Delaney (D-MD), and Nancy Mace (R-SC)—directs federal agencies to evaluate their software licensing agreements in order to bolster security, curb wasteful spending, and accelerate IT modernization across government.
“Today’s vote is a major step toward greater transparency and oversight in federal spending and software management. We thank Representatives Brown, Fallon, Delaney, and Mace for championing the SAMOSA Act—critical to strengthening security, cutting waste, and ensuring taxpayer dollars are used wisely. We appreciate their bipartisan leadership in advancing this commonsense reform.” — Ryan Triplette, Executive Director of the Coalition for Fair Software Licensing
The SAMOSA Act will reduce unnecessary technology-related costs across federal agencies by:
- Requiring agencies to conduct independent and comprehensive assessments of current software management practices and to identify restrictive licensing terms.
- Directing agencies to develop mitigation plans to adopt enterprise license agreements that address restrictive licensing terms, improve agency performance and efficiency, and reduce unnecessary costs.
- Calling for the Office of Management and Budget to submit to Congress a strategy that supports the adoption of government-wide enterprise licenses for software entitlements.
The Coalition for Fair Software Licensing recently led a letter to House Oversight Committee leadership in partnership with other industry groups, including the Alliance for Digital Innovation, Computer & Communications Industry Association, NetChoice, OpenPolicy and the Software & Information Industry Association.
